隨著人工智能對全球各行業(yè)的影響日益顯露，企業(yè)全球化增長新格局新趨勢逐漸明朗，一個前所未有的技術(shù)革命的十字路口擺在我們面前，在經(jīng)濟(jì)增長模式進(jìn)入轉(zhuǎn)變時刻的當(dāng)下，進(jìn)行一場有意義的對話與合作極其重要。

12月6日，2024T-EDGE創(chuàng)新大會暨鈦媒體財經(jīng)年會在北京市大興區(qū)啟幕，大會以“ALL-in on Globalization，ALL-in on AI”為主題，旨在引領(lǐng)人工智能驅(qū)動全球市場的創(chuàng)新，并鏈接更為廣泛的國際合作矩陣，也將深入探討人工智能如何重塑未來、推動全球經(jīng)濟(jì)一體化以及如何在跨境領(lǐng)域開辟新機(jī)遇等熱點話題。

6日上午，聯(lián)合國駐華協(xié)調(diào)員，Siddharth Chatterjee 常啟德先生開場視頻致辭，他認(rèn)為，全球正處于前所未有的全球性挑戰(zhàn)時期，從地緣政治沖突、氣候變化，到不斷擴(kuò)大的財富差距，從未如此緊迫需要采取具體行動。今年會議的主題是“All-in On Globalization，All-in On AI”，體現(xiàn)了我們共同的責(zé)任：要利用全球化的工具和人工智能的潛力，來解決我們時代的關(guān)鍵問題。

由于世界正處于第四次工業(yè)革命的中間，人工智能正在對各行各業(yè)經(jīng)濟(jì)和社會帶來翻天覆地的變革。隨著生成式人工智能的形成，我們看到一項吸引了全球關(guān)注的科技，因其速度、規(guī)模和變革性潛力而備受矚目。人工智能有可能解決世界上一些最緊迫的挑戰(zhàn)。

常啟德指出，我們必須繼續(xù)擁抱人工智能，將其視為有益的工具。最新研究估計，人工智能或可將實現(xiàn)可持續(xù)發(fā)展目標(biāo)的進(jìn)程加速近80%，可能在2030年前對全球經(jīng)濟(jì)貢獻(xiàn)高達(dá)15.7萬億美元。它可以促進(jìn)醫(yī)療、教育、農(nóng)業(yè)和可持續(xù)性環(huán)境的改善，提供造福全球社會的解決方案。

“在我來到中國期間，我親眼目睹了這個國家在人工智能領(lǐng)域的突飛猛進(jìn)，以及在可持續(xù)發(fā)展方面的應(yīng)用。從其領(lǐng)先全球的光纖基礎(chǔ)設(shè)施和5G網(wǎng)絡(luò)，到蓬勃發(fā)展的人工智能企業(yè)生態(tài)系統(tǒng)，中國已展示了人工智能如何成為變革性力量。這些科技進(jìn)步不僅惠及中國，它們有能力在全球范圍內(nèi)引發(fā)積極變革，”他說道。

但同時，隨著人工智能的不斷發(fā)展，常啟德認(rèn)為必須確保其發(fā)展和部署是合乎道德的。如果人工智能的利益不能在各地區(qū)和人群之間公平分享，它可能會加劇現(xiàn)有的不平等。尤其是由于缺乏資源與基礎(chǔ)設(shè)施，以及缺乏充分利用人工智能潛力的能力，全球南方地區(qū)面臨被落下的風(fēng)險。我們還必須解決失業(yè)風(fēng)險、數(shù)據(jù)隱私和算法偏見等問題，這些都需要立即采取行動。

聯(lián)合國一直在這一對話的最前沿，正如聯(lián)合國秘書長安東尼奧·古特雷斯今年早些時候在上海所說，我們必須抓住這個歷史性的機(jī)會，為人工智能的包容性治理奠定基礎(chǔ)，以造福全人類。

值得一提的是，在2024年9月“未來峰會”之前，聯(lián)合國駐華機(jī)構(gòu)在紐約舉行了一系列對話，旨在為即將進(jìn)行的峰會交流信息，以及建立中國社會各界對人工智能技術(shù)及其使用中的風(fēng)險和機(jī)遇達(dá)成共識。在2024年9月的“未來峰會”上，各國領(lǐng)導(dǎo)人最終敲定了《全球數(shù)字契約》，這是一份具有里程碑意義的協(xié)議，旨在確保數(shù)字未來的安全性、開放性和以人為中心。該契約概述了數(shù)字合作的基本原則，促進(jìn)集體努力，確保人工智能和其他技術(shù)惠及所有人，而非少數(shù)人。

此外，《未來契約》是一個充滿遠(yuǎn)見的藍(lán)圖，旨在解決關(guān)鍵的全球挑戰(zhàn)，呼吁加強(qiáng)國際合作，以彌合數(shù)字鴻溝。并確保人工智能技術(shù)公平地開發(fā)和部署，與2030年聯(lián)合國可持續(xù)發(fā)展目標(biāo)的核心價值觀保持一致。

Excellencies, distinguished guests,

ladies and gentlemen, greetings. I'm pleased to join you today for the 2024 T-EDGE Conference and I'm sorry I can't be there in person.

We are now living in a time of unprecedented global challenges from geopolitical conflicts and climate change to the growing wealth gap the need for collective action that has never been more urgent. The theme of today's conference ‘All-in On Globalization, All-in On AI’ could not be more timely. It speaks to our shared responsibility to leverage the tools of globalization and the promise of artificial intelligence（AI）to address the critical issues of our age.

The world is in the midst of the Fourth Industrial Revolution where AI is revolutionizing industries economies, and societies. With the rise of generative AI we see a technology that has captured global attention due to its speed, scale, and transformative potential AI has the potential to address some of the world's most pressing challenges.

Recent research estimates that AI could accelerate progress towards nearly 80% of the sustainable development goals（SDGs）potentially contributing up to US$15.7 trillion to the global economy by 2030.It can drive improvements in healthcare, education, agriculture and environmental sustainability delivering solutions that benefit society on a global scale. That is why it is critical that we continue to embrace AI as a tool for good.

Ladies and gentlemen, during my time in China I have witnessed firsthand the remarkable strides the country has made in AI and the application to sustainable development. From its world-leading infrastructure in fiber optics and the 5G networks to the thriving ecosystem of AI businesses .China has shown how AI can be transformative force. These advancements are not just for China's benefit. They have the potential to catalyze positive change on a global scale.

However, we must also recognize the challenges that come with AI

While the opportunities are vast so too are the risks. As AI continues to evolve we must ensure that its development and deployment are ethical inclusive, and responsible AI could exacerbate existing inequalities if its benefits are not shared equitably across regions and populations. In particular the Global South risks being left behind due to the lack of resources, infrastructure and capacity to fully harness AI's potential. We must also address concerns around job displacement data privacy, and algorithmic biases all of which require urgent action.

The UN has been at the forefront of this dialogue. As the Secretary-General, António Guterres said in Shanghai earlier this year we must seize this historic opportunity to lay the foundations for inclusive governance of AI for the benefit of all of humanity. Ahead of this year's Summit of the Future the UN in China hosted a series of dialogues here prior to the deliberations in New York. looking to inform the process and build momentum across all sectors of society in China with the risks and opportunities posed by AI and frequently used. At the summit of the future, in September 2024 world leaders finalized the Global Digital Compact a landmark agreement aimed at ensuring a secure open, and human-centered digital future. This compact outlines essential principles for digital cooperation promoting collective efforts to ensure AI and other technologies benefit all people not just a select few.

Additionally, The Pact for the Future, a visionary blueprint addressing key global challenges calls for strengthened international cooperation to bridge the digital divide and ensure that AI technologies are developed and deployed equitably aligned with the core values of the UN, the 2030 Agenda and the SDGs.

Ladies and gentlemen, as we gather here today let us be reminded of the power of collaboration. It is through collective action across governments the private sector, civil society, and academia that we will be able to create an AI-powered future that is equitable and sustainable. Let us take this opportunity to commit to fostering innovation that uplifts people bridges divides and creates a more just and prosperous world.

In closing, I encourage you all to embrace this challenge with the spirit of cooperation and optimism. Together, we can build a digital future that serves humanity's greatest aspirations.
